Talantbek Soltobaev was born on July 2, 1982. On September 1, 2025, it became known that the GKNB detained the first deputy minister of transport and communications, as well as the director of a contracting organization. This occurred due to the prolonged work on the major repairs on Sheraliyev and Lenin streets in Naryn, which caused dissatisfaction from Tashiev, who publicly expressed his complaints. As a result, Soltobaev was removed from his position.
