In Kyrgyzstan, the law against begging is being tightened.

The Ministry of Internal Affairs of Kyrgyzstan has presented a draft law that introduces a fine of 200 calculation indicators (20,000 soms) for involving vulnerable groups in begging, such as the elderly, pregnant women, individuals with disabilities, and those with mental disorders. The new law highlights begging as a separate offense, for which strict penalties are provided.

At a meeting of the committee on international affairs, defense, security, and migration, Deputy Minister of Internal Affairs Nurbek Abdieff presented amendments to the Code of Offenses and other legislative acts.

According to him, the main goal of these changes is to eradicate aggressive begging in public places and on the roads. The initiative aims to improve road safety and protect vulnerable populations from exploitation. He also noted that there has been a sharp increase in begging cases in Bishkek and Osh, leading to an increase in emergency situations on the roads.

The developers of the draft law emphasized that the current legislation only indirectly addresses this issue and does not offer a comprehensive approach to combating intrusive begging.

The proposed draft law aims to fill this gap: intrusive begging will be classified as an independent offense with clearly established penalties for both the beggars themselves and, primarily, for the organizers of such "businesses." Among the proposed measures is the expulsion of foreigners caught begging repeatedly from the country.

Deputies have already approved these changes in the first reading.
