In Kyrgyzstan, the total number of convicted individuals exceeds 5,000, and only 30% of them are employed. However, according to Cholponkul Madirov, Deputy Director of the Labor Legislation Control and Supervision Service, the state intends to increase this percentage to 100. He announced these plans at a meeting of the Jogorku Kenesh, where the new edition of the Law on Labor Protection was discussed.

In this regard, the service is actively informing about labor protection rules and working conditions for staff in closed institutions.

Madirov also reported that there have been no recorded cases of salary delays for employed convicts. Nevertheless, the issue of occupational injuries remains relevant.

"In 2025, we recorded eight accidents, two of which resulted in fatalities. We worked together with the Military Prosecutor's Office, and all the necessary compensations were paid to the families of the deceased," he added.

During the discussion, deputies expressed concern about the low level of awareness among convicts regarding their rights. Parliamentarians noted that information does not reach them, and they do not know which authorities to contact in case of violations.

Cholponkul Madirov assured that work in this direction continues.

"Our service does not have the authority to freely enter the territory of the colonies; however, we actively conduct explanatory work with the heads of correctional institutions and provide them with the necessary recommendations," he explained.
