The development of this document is carried out in accordance with the presidential decree dated December 30, 2025, aimed at optimizing state management and easing bureaucratic procedures. The initiators of the project are confident that reducing the number of members of the CEC will enhance its efficiency, accelerate the decision-making process, and reduce expenses from the republican budget.
According to the proposed project, the procedure for forming the commission's composition will change as follows:
- three members of the Central Election Commission will be appointed upon the president's recommendation;
- four will be elected by the parliament on its own initiative.
The authors of the initiative emphasize that the new scheme will help achieve a balance between different branches of power and prevent the possibility of blocking decisions due to an equal number of votes.
The explanatory note states that the proposed changes are based on international experience, according to which the effectiveness of electoral bodies does not depend on their number.
In addition, the project will not require additional budget expenditures and will not cause negative social or legal consequences, as indicated in the justification report.
