At the CEC meeting held on February 13, the head of the election process organization department, M. Kozhokeeva, presented a collective appeal from the candidates in the multi-mandate constituency No. 13 — Aybek Altynbekov, Aigul Karabekova, and Talant Mamytov, who participated in the early elections to the Jogorku Kenesh on November 30.
The candidates requested a review of CEC Resolution No. 161 regarding the election results of December 3, citing new circumstances revealed during the criminal case. In response, the CEC sent a request to the Ministry of Internal Affairs for additional information on the case, as Kozhokeeva noted.
A representative of the investigative department of the Ministry of Internal Affairs, Mavlyanov, reported that during the investigation, it was established that supporters of candidate Baktybek Sydykov had installed phones at polling stations, and they have already been charged. No criminal cases have been initiated against the other candidates.
Talant Mamytov emphasized that his participation in the elections was lawful and that he did not commit any violations. "The phones are not ours. We insisted on identifying the guilty parties. We waited for justice until the end. We were told that it would take time. We should not be held responsible for someone else's actions. New circumstances have come to light, and we ask to protect our rights and make a fair decision," he added.
The chairman of the Central Election Commission, Tynchtyk Shainazarov, noted that the contributions will be refunded.
Nine members of the CEC voted for this decision, while Kabylbek Mambetaipov and Nurlan Koychukeev voted against.It should be noted that on December 3, 2025, the Central Election Commission reviewed violations recorded in constituency No. 13, where 94 polling stations were organized. There were 160,340 registered voters in the constituency, and 14 candidates participated in the early elections. During the inspection, it was found that observers representing the candidates illegally installed cameras at 35 polling stations on election day, which violates the secrecy of voting. As a result, the CEC annulled the registration of all 14 candidates who participated in the elections.
In the repeat elections, 23 candidates were registered.
