A working group responsible for informing voters and ensuring compliance with campaigning rules found that on January 17 of this year, Facebook user Erkinbek Kyrbashov posted about candidate Gulnura Apsabirova, describing her professional journey and characterizing her as a "patriotic woman," noting her support for the president since 2015. The post also included photographs of the country's top leadership. On the same day, Apsabirova reposted this post, expressing gratitude and announcing her intention to participate in the elections.
Analysis of materials on her page revealed non-compliance with the conditions for conducting election campaigning.
Furthermore, the working group discovered that on February 6, the republican newspaper "Kyrgyz Tuusu" published election programs and informational materials for candidates Gulnara Abdrzakova and Arslanbek Egemberdiev, who are running in the multi-mandate electoral district No. 13.
According to the calendar plan of activities for the preparation and conduct of the repeat elections for deputies of the Jogorku Kenesh, scheduled for March 1, 2026, election campaigning will start on February 9.
Additionally, the CEC of the KR received information from the internal affairs department of the Jalal-Abad region regarding violations of campaigning conditions by Nuraly Chilyanov. The materials indicate that on February 6, he distributed a campaign leaflet in a WhatsApp group calling for support for candidate Almazbek Chomoев in the multi-mandate district No. 13 under the title "I serve for my country."

The working group proposed to impose a fine of 7,500 soms on candidates Apsabirova, Abdrzakova, Egemberdiev, and resident of the Bazar-Korgon district Chilyanov in accordance with Article 65 of the Code of Offenses.
The newspaper "Kyrgyz Tuusu" was fined 28,000 soms.
It is worth noting that on December 3, 2025, the Central Election Commission reviewed cases of violations in district No. 13, where 94 polling stations were opened. The district has 160,340 voters, and 14 candidates were registered for the early elections. As a result of the inspection, it was revealed that representatives of candidates registered at 35 polling stations illegally installed cameras on the day of voting, violating the secrecy of the ballot. Ultimately, the CEC canceled the registration of all 14 participating candidates.
