The issue of dropperism among youth has become relevant in the Jogorku Kenesh. Deputies are discussing the implementation of the resolution dated June 25, 2025, No. 3297-VII, concerning measures to combat fraud in the banking sector and the internet.

Altynbek Kylchayev, a member of parliament, emphasized that the Ministry of Internal Affairs is detaining many droppers who provided bank cards to fraudsters.

“Most often, these are young people, and by law, they could face up to seven years in prison. But what will happen to their lives after they are released from prison? They are still very young. The main culprits remain unpunished. Perhaps we should consider softening the punishment for them? We held a round table where we discussed the need to analyze the average age of droppers. Police officers also noted that the severity of punishment for youth needs to be reconsidered,” the deputy added.

Sanjar Abdygaziev, a board member of the National Bank of the Kyrgyz Republic, reported that according to the analysis, the average age of droppers is under 25 years, and 60% of them are in the risk group aged 18 to 22 years.

“There have been cases of detaining underage droppers, but they are not that many. Dropper crimes have been recorded in four banks in the country,” he noted.

Deputy Minister of Internal Affairs Nurbek Abdiyev pointed out that many citizens consciously choose the path of dropperism, understanding that it is a crime.

“Therefore, they should be punished. In 2025, 226 droppers were held accountable. However, we have strengthened preventive measures, and there is a trend towards a decrease in the number of droppers,” he added.
