At the meeting attended by Tilek Tekebayev, the presidential representative in the Jalal-Abad region, issues regarding the rise in crime and the so-called "general's houses" in Manas were discussed.

Mayor Abdypata Matkalikov, sharing his thoughts, noted that he faced numerous problems, including illegal construction, immediately after his appointment.

According to him, he receives between 200 and 300 people daily who come with complaints, including issues related to housing documentation.

“To be honest, there is a lot of work to be done. When I started my activities, it felt like I had landed in Afghanistan — the level of law and order was extremely low. These houses were built under the pretext that the orders came from a general,” the mayor commented on the situation.

However, the presidential representative interrupted him, remarking on the lack of preparedness for the discussion.

Tekebayev emphasized that the mayor should not justify himself by saying he has only been in office for 10 days, but should present specific measures to address the accumulated problems.

He also noted that there has been an increase in serious crimes in the city: in 2024, 129 such cases were registered, and in 2025, their number rose to 193. The number of sexual crimes has also increased.

“You need to work on reducing these figures. It is important to interact with the prosecutor's office regarding housing documentation,” Tekebayev stressed.

In conclusion, he urged the city authorities to focus on restoring order, combating illegal construction, and ensuring safety for the population.
