The draft includes several key changes.
Firstly, a new direction of state policy regarding publishing is introduced. The authors emphasize that books are an important part of the cultural environment, and despite the decline in reading activity in recent decades, there is a growing interest in national literature. In this regard, it is proposed to establish legislative support measures for publishing activities.
Secondly, provisions on scientific research and the implementation of modern innovative technologies in the cultural sphere are added to the law.
Changes are also provided regarding creative orders that can be initiated by state and municipal bodies. The list of works that can be commissioned is expanded to include creations that reflect the history of the Kyrgyz people, as well as national and global values.
Furthermore, significant improvements are proposed in Article 44, which regulates international cultural exchange. The draft law defines new areas of cooperation, including the production of cultural values, the restoration of monuments, the exchange of educational programs, and the organization of international festivals. The powers of cultural organizations are also expanded, allowing them to enter into contracts directly with foreign partners.
The justification for the document states that in recent years, the government has increased support for publishing and library funds. For example, in 2022, 25,000 books were purchased for a total of 5 million soms using budgetary funds.
The developers emphasize that the implementation of this law will not require additional budget expenditures and does not carry ecological, gender, or corruption risks.
