In the Chui region, law enforcement agencies have uncovered an organized crime group that includes directors of driving schools. According to information from the regional Department of Internal Affairs, this group was involved in the production of fake certificates of completion for traffic rules training and driving school courses.
According to the investigation data, the criminal group consisted of directors of private driving schools — B.T. from the driving school "J.A." and M.A. from "J.J.A.". They, using intermediary I.T. and other individuals, carried out illegal financial operations, receiving amounts ranging from 40,000 to 120,000 soms from citizens located outside the country through the electronic wallet "MBank". It is important to note that the forged training certificates were issued without the actual presence of the "students".
“After receiving the funds, the criminals fictitiously registered citizens on the government portal and then issued certificates of completion from driving schools, bypassing theoretical and practical training. This allowed them to take exams to obtain driver's licenses,” the official statement said.
Thus, through just one of the intermediaries, 244 people were registered, which brought the organizers more than 2.7 million soms. In this regard, a criminal case has been initiated under Article 379 (Forgery of Documents) of the Criminal Code of the Kyrgyz Republic. The organizers of the criminal scheme, citizens I.T., M.A., and B.T., have been detained and placed in a temporary detention facility in accordance with Article 96 of the Criminal Procedure Code of the Kyrgyz Republic.
During the searches, 200 driver registration logs, 160 certificates of course completion, 264 other documents, 8 electronic data storage devices, and one hunting rifle with 40 cartridges were seized. All seized items have been recognized as physical evidence in the criminal case.
A channel for the production of fake vehicle registration certificates and transit license plates, which were imported from various countries, has also been identified. The investigation is ongoing.
