Monopoly on Driving Schools. Sadyr Japarov Explained the Scandalous Decision

In an interview with the "Kabar" agency, President Sadyr Japarov commented on the changes concerning driving schools.

Due to new requirements and the introduction of a state monopoly, many driving schools were forced to close.

According to the president, he had previously given instructions to bring order to this sector.

“The reform has been launched. Since the collapse of the Soviet Union, there have been no significant changes in driver training and vehicle registration. Initially, the system was under the control of the Ministry of Internal Affairs, then the registration service. Unfortunately, corruption has engulfed this area. Regardless of changes in leadership, many were involved in corrupt schemes.

When we started the reform, the first thing we tackled was the issuance of state license plates, driver's licenses, and technical passports. Previously, these documents had to be purchased abroad. Many thought we wouldn't succeed, but the task was completed. All information is now collected in a single database, and the system is fully digitized. Now it’s time for driving schools,” the president noted.

Sadyr Japarov also answered a question about the possibility of carrying out reforms without closing private driving schools.

“Most private driving schools were not focused on quality driver training but on making a profit. The main goal was to extract money. Citizens submitted documents to the driving school, received certificates, and then went to take the exam at 'Unaa'. Many received driver's licenses without even taking the exams. Thus, 'Unaa' and the driving schools operated within the same corrupt scheme. As you know, previously many easily passed theoretical and practical exams because many simply bought results. And now, after order has been established in 'Unaa', graduates of private driving schools are facing difficulties in exams. Some have tried to pass 10-15 times. Why is this happening? Because they did not receive quality knowledge; the driving schools only cared about money. It was important for them to attract as many clients as possible. Now among the youth, there are many who have licenses but do not know how to drive a car. They think that as soon as they buy a car and sit behind the wheel, they will quickly learn everything,” the president added.

Sadyr Japarov noted that state driving schools will have a number of advantages: modern equipment, updated technology, and qualified instructors.
