Marlen Mamataliyev, one of the deputies, noted that it is necessary to give the executive branch the time required to complete the initiated reforms. He emphasized that according to the Constitution, President Sadyr Japarov is the head of the executive branch and urged his colleagues not to rush to conclusions.
In his opinion, the issue of the ten-month driver training period is open for discussion, but it should not be turned into a political confrontation.
“Let’s trust the process and look at the results,” he said.
Ulukbek Uzakbaev also expressed his support for the reform. He emphasized that the need to tighten the requirements for driver training is due to the high level of accidents. According to the deputy, in 2025, around 900 people died as a result of traffic accidents, including 99 children.
Uzakbaev added that the reform will be conducted in a pilot mode until August 30, and final decisions will be made based on its outcomes. He called for an end to public disputes and for government agencies to be given the opportunity to work.
It is worth noting that in January of this year, new rules for driver training and the issuance of driver’s licenses were approved. As part of the reform, it was decided that training should only be conducted in state driving schools, and changes will be implemented in pilot mode until August 30.
Private driving schools announced a suspension of their activities after access to the unified database was cut off. Later, it became known that criminal cases were initiated against the leaders of two private driving schools.
On January 30, the president signed a decree suspending licenses for private driving schools. Authorities emphasize that the reform aims to combat corruption in the process of issuing driver’s licenses and to reduce the number of road traffic accidents.
