At the meeting of the Jogorku Kenesh held on February 4, Ulukbek Uzakbaev emphasized the importance of understanding the reasons that lead to reforms.

He reminded that for several years, there had been no changes in the process of issuing driver's licenses in the country, which contributed to the emergence of corrupt schemes where licenses were sold in unauthorized places. "In 2025, 900 people died as a result of accidents, among them 99 children. We must remember the victims and their families," the deputy added.

According to him, the process of reforming never goes without pain, and now a trial phase is underway, which will last until August 30.

Uzakbaev also noted that decisions will be made based on the results of the pilot project. "We must give the government the opportunity to work. The safety of citizens is a priority. A car can be not only a means of transportation but also a source of danger. This issue requires state control," he said.

Marlen Mamataliyev, for his part, added that any changes take time and can have significant consequences.

He drew an analogy, comparing the situation to the necessity of demolishing an old building instead of constant cosmetic repairs. "We have serious problems with driver's licenses. We cannot ignore this. Sometimes licenses are given as birthday gifts, even if the birthday people have not undergone training. Police officers sold documents. In Moscow, our taxi drivers were banned from working due to suspicions of forgery of licenses. About a thousand people die each year. This is a real tragedy. Reform is always painful, but the results will be noticeable later. Let's give this a chance and wait," Mamataliyev urged his colleagues.
