
According to information provided by the State Committee for National Security (GKNB), a police officer has been detained in the Talas region for involvement in fraudulent activities against an investor from Turkey.
It has been established that in April 2025, an operative officer of the Criminal Investigation Department of the Ministry of Internal Affairs of the Kyrgyz Republic named E.M.A. managed to deceive a Turkish citizen, H.K., by seizing his funds amounting to 35,500 US dollars.
As part of the criminal scheme, he persuaded the investor to engage in the planting and cultivation of rare herbaceous plants of the nightshade family, with subsequent export to Turkey. The price for 1 kg of seeds reached 3,000 dollars. After receiving the money, the police officer used it for personal purposes.
In October 2025, the victim turned to the Ministry of Internal Affairs of the Kyrgyz Republic, hoping for protection and an investigation into the incident. However, without proper investigation and the involvement of the foreign investor, the investigative authorities of the Ministry of Internal Affairs refused to initiate a criminal case.
On January 27, 2026, the Turkish citizen appealed again, but this time to the GKNB of the Kyrgyz Republic. As a result, the prosecutor's office transferred the previously collected materials to the investigative units of the GKNB.
On February 24, 2026, E.M.A. was detained and placed in a temporary detention facility.
The GKNB emphasizes that as part of the state policy aimed at protecting property rights, strengthening investor confidence, and creating a favorable investment environment, work continues to hold accountable officials of law enforcement and fiscal bodies for violations of the rights and legitimate interests of entrepreneurs.
