According to the provided information, the incident occurred on March 9, 2026, around 3 a.m. near the "Semetey" cinema located on I. Razakov Street. An unknown individual, introducing himself as "Eldiyar," approached a resident of the Osh region, T. Zh., born in 2003, and stated: "You spoke poorly about my younger sister." He then began to threaten various measures, up to criminal prosecution.

“Under the pretext of resolving this situation positively, he used force and extorted 10,500 soms from the victim, as well as took his passport. Later, he contacted the victim again and demanded an additional 5,000 soms, threatening: ‘If you don’t give it, a case will be opened and you will be imprisoned.’
After this, T. Zh. filed a complaint with the Internal Investigations Department of the Ministry of Internal Affairs for the city and region of Osh. Based on this complaint, a service check was initiated, and the collected materials were sent to the investigative department of the Ak-Buurin police station of the Internal Affairs Department of the city of Osh for further investigation.
In connection with these events, on March 11, 2026, a criminal case was initiated under Article 208 of the Criminal Code of the Kyrgyz Republic ("Extortion").
On March 12, 2026, as a result of operational-search activities on U. Salieva Street in the city of Osh, the suspect was detained while attempting to extort money and take the victim's mobile phone. The detention was carried out jointly by the employees of the Internal Investigations Department of the Ministry of Internal Affairs for the city and region of Osh, the Ak-Buurin police station of the Internal Affairs Department of the city of Osh, and the State Committee for National Security of the Kyrgyz Republic.
The detainee, J. uulu J., born in 2001, is a native of the Uzgen district and has no relation to police service. He is currently placed in the temporary detention facility of the Internal Affairs Department of the city of Osh, and investigative actions are ongoing,” the press release states.
