Rescuers who arrived at the scene used a grinder to free the man from the chain.

In connection with this situation, the investigative department of the Sverdlovsk district police opened a criminal case under Article 169 of the Criminal Code of the Kyrgyz Republic, concerning "illegal deprivation of liberty".

According to the press service of the Sverdlovsk district police of Bishkek, as a result of operational-search activities, a suspect was identified – I. U., born in 1971.

He was taken to the investigative department of the Sverdlovsk district police and detained in accordance with Article 96 of the Criminal Procedure Code of the Kyrgyz Republic, after which he was placed in the temporary detention facility of the Bishkek City Police Department.
