According to information published in the Media.az publication, the State Security Service of Azerbaijan has brought charges against a group that includes the former head of the presidential administration Ramiz Mehdiyev, former Deputy Prime Minister Abbas Abbasov, and the leader of the opposition Azerbaijan National Front Party Ali Kerimli. The conspiracy was coordinated through the "Union of Azerbaijani Organizations of Russia," which is also referred to as the "Union of Billionaires."

According to the investigation, preparations for the coup began in 2012. The organizers planned to use the 2013 presidential elections as a pretext to initiate protest actions. About $550,000 was allocated for mobilizing supporters in the regions, part of which is alleged to have been provided by Mehdiyev and Abbasov.

The State Security Service reported that one of the main pieces of evidence was technical documents related to attracting protesters and a confidential letter to a foreign state requesting support for "destructive actions" under the guise of democratic reforms.
