At the Munich Security Conference, UK Defense Minister John Healey met with European colleagues to discuss measures against Russia's "shadow fleet." According to Bloomberg, during the meeting, the head of the British armed forces, Richard Knighton, proposed various courses of action, including the possibility of joint operations to seize tankers.

Estonian Defense Minister Hanno Pevkur added that countries providing their flags for the "shadow fleet" should consider potential retaliatory actions. He also noted that the details of specific steps require deeper discussion, given the concerns of some states regarding the potential escalation of the conflict.

According to Bloomberg, the "shadow fleet" consists of about 1,500 vessels engaged in transporting Russian oil to circumvent international sanctions, using registration under the flags of other countries.

Hundreds of these vessels are already listed in sanctions lists by both the European Union and the United States, and some have been detained with the involvement of American military forces.
