Bolot Junusov was appointed as the head. According to the minister, he was chosen for his reputation as an experienced manager without ties to the pharmaceutical industry. "Our main goal is to have no obligations to pharmaceutical companies. We hope he will create a transparent and effective procurement system, free from collusion with suppliers," noted Dosmambetov.
As an example of corrupt practices, the minister cited a case that occurred in December 2025, when a contract was signed for the supply of medicines worth 123 million soms. The price of one package was 2,900 soms, while foreign companies offered a similar product at a price of 1,490 soms — almost half. Applications from more affordable suppliers were rejected, and the winning company received nearly the maximum score.
"This is a clear markup, and I suspect that there were corrupt schemes involved. We decided to return the medicines and purchased them directly from the company at the original price," the minister added.
The state enterprise "Kyrgyzpharmacy" was established in 2023. At different times, it was headed by: Gulmira Shakirova (April 2023 — January 2024), Suyunbay Aliev (February 2024 — January 2025), and Talant Sultanov (March 2025 — January 2026).
