During his speech, the minister expressed clear concern: the current situation in "Kyrgyzpharmacy" requires urgent and decisive steps. In recent years, the enterprise responsible for healthcare provision has faced a systemic crisis. Although funding is available, the effectiveness of its use remains extremely low. Deliveries are delayed, and hospitals and the population do not receive the necessary medications on time.
Kanybek Dosmambetov emphasized that the main causes of the problems lie not in external circumstances, but in shortcomings of internal management, such as low management qualifications and conflicts of interest. In some cases, former leaders were involved in corrupt schemes with pharmaceutical companies. Therefore, one of the main criteria for selecting a new director was his independence from the pharmaceutical lobby. Junusov Bolot Tologonovich has experience in public service, international diplomacy, and crisis management, making him a suitable candidate.
The minister also added that a second deputy director will be appointed for balanced management, who will be a pharmacologist and will deal with issues of drug provision, procurement, and the formation of lists of necessary medications. This will ensure professional control over all aspects of pharmaceutical activity, including compliance with international standards and WHO requirements.
One of the key tasks of the new leadership will be to establish direct connections with verified manufacturers, to refuse intermediaries in procurement, and to cease the practice of working with unreliable companies that disappear after deliveries. The minister emphasized the need to procure medical equipment only from global manufacturers that provide long-term guarantees — no less than 15 years. The main focus should be on the real needs of healthcare, rather than the interests of individual companies.
In addition, the minister pointed out the importance of improving logistics and the pharmacy network "El Aman." In the coming months, "Kyrgyzpharmacy" plans to obtain a loan of 2 billion soms, of which 500 million will be directed towards the development of the pharmacy network to ensure the population has access to affordable and quality medications. At the same time, the establishment of a centralized service for the maintenance of medical equipment and the introduction of medical engineers into hospitals is planned.
