During his speech, the minister noted that the organization is currently facing serious challenges that require immediate and radical actions.
"Kyrgyzpharmacy," which is responsible for providing all medical institutions in the country with quality and affordable medicines, has been experiencing a systemic crisis in recent years. Although funding is available, the efficiency of the organization's work leaves much to be desired. Purchases are often disrupted, and vital medications and equipment do not arrive at hospitals and the population in a timely manner," the ministry's message states.
Dosmambetov emphasized that the main reasons for the current situation are internal management problems: ineffective leadership, conflicts of interest, and the involvement of previous directors in schemes with pharmaceutical companies.
"Therefore, when selecting a new director, we focused on his independence from the pharmaceutical mafia. Bolot Tologonovich Junusov has the necessary experience in public administration, international diplomacy, and crisis management, which makes him an ideal candidate," the minister added.
Dosmambetov also announced that to ensure balanced leadership, the position of second deputy, a professional pharmacologist, will be introduced. This person will take control of procurement, the formation of medicine lists, and compliance with World Health Organization standards.
One of the key tasks of the new leadership will be to cooperate exclusively with verified manufacturers, eliminate intermediaries, and cease purchases from "one-day firms" that do not provide service and guarantees. Purchases of medical equipment are planned to be made only from global manufacturers, ensuring long-term guarantees and focusing on the real needs of the healthcare system.
The minister also noted the need to change the logistics and pharmacy network "El Aman." The State Enterprise "Kyrgyzpharmacy" intends to obtain a state loan of 2 billion soms, of which 500 million will be invested in the development of the "El Aman" network to provide the population with affordable and quality medications. In addition, a centralized service unit will be created for the maintenance of medical equipment, and medical engineers will be introduced in hospitals.
