The Minister of Finance has been granted the authority to sign the agreement and make amendments that do not affect the fundamental aspects.
According to the terms of the agreement, the Kyrgyz Republic will receive a subgrant of 1 million US dollars. These funds will be directed towards the development of business service centers, specifically for:
- the creation of an operational model for an integrated agency to service entrepreneurs;
- the optimization and expansion of licensing and certification services through the centers;
- the development of a digital platform that allows for online service provision.
The Ministry of Economy and Commerce of the Kyrgyz Republic has been designated as responsible for the implementation of the activities. Financing will be carried out within the framework of the Economic Diversification Promotion Program (Subprogram 3).
The duration of the subgrant is set until June 30, 2028. The majority of the funding, namely $933.86 thousand, will be allocated for consulting services, equipment procurement, and capacity building, while the remaining funds will be reserved.
The agreement requires compliance with ADB norms in financial management and safeguard measures, and also requires the Kyrgyz side to ensure co-financing of associated costs, including taxes and fees.
