As noted in the justification for the draft, the proposed changes are aimed at improving the reliability of electricity supply in the context of the existing electricity deficit, as well as reducing financial losses in the energy sector.
According to the new document, it is proposed to change the methodology for calculating costs for distribution enterprises and to establish a unified tariff for purchasing electricity from the main supplier, which will be determined based on the weighted average cost of imported electricity and the costs of its transmission.
The ministry emphasizes that the need for these changes is due to the current situation in the country's energy sector.
According to the agency, the electricity deficit in Kyrgyzstan may reach approximately 3.8 billion kilowatt-hours by 2025, while the shortage of financial resources in the sector is estimated at around 4.6 billion soms.
The proposed draft includes several scenarios:
- in the case of electricity imports, the tariff for distribution companies will be determined by a formula based on the total cost of purchased energy and the costs of its transmission;
- if imports are halted, the tariff will be established based on the maximum tariffs for renewable energy producers;
- in the absence of both imports and energy from renewable sources, the costs of distribution enterprises will be calculated using traditional methodology.
The document also clarifies that part of the expenses financed from the profits of energy companies should be directed towards the development of network infrastructure, modernization, and reconstruction of facilities. These expenses will only be accounted for if there is an approved investment program.
