The Secretary General of the Commonwealth of Independent States, Sergey Lebedev, reported on the progress of CIS countries in the field of import substitution.

He noted: “We are capable of responding in solidarity to global challenges and resisting external pressure. Thanks to our joint efforts, we are actively moving towards import substitution, which helps to significantly mitigate the consequences of unfriendly sanctions policies.”

According to Lebedev, cooperation in sectors such as industry and the agro-industrial complex is yielding good results.

Collaboration in the fields of energy, transport, and communications, where cross-border interaction plays a special role, ensures the stable operation of these sectors and contributes to the effective realization of transit potential.

He added: “Despite the sanctions limiting transit cargo flows, 1,166.8 million tons of cargo were transported by rail within the CIS in the first nine months of 2025, which allows us to maintain cargo turnover at the level of 2024.”

In addition, the number of passengers in international transport increased by 13.6% and reached 8.4 million people,” Lebedev reported.
