How Kyrgyzstani carriers will operate in Russia from March 2027


Starting from March 1, 2027, freight carriers and exporters from Kyrgyzstan operating in the Russian market will face new regulations. A mandatory digital registry will begin functioning in Russia on the "GosLog" platform, which will become the only legal way to access commercial transportation services. According to the law signed by Vladimir Putin, the right to provide transportation services will be granted only to legal entities and individual entrepreneurs who own vehicles either by ownership or leasing. Individuals not registered as entrepreneurs will be denied access to the registry and, consequently, the ability to work in this field.

These new requirements apply to truck owners with a weight exceeding 3.5 tons who perform commercial trips on public roads in Russia. Each vehicle will be registered to only one owner. However, for international carriers and companies from EAEU countries engaged in cabotage transportation, the previous admission rules will still apply, so re-registration will not be necessary for them. Additionally, enterprises that use vehicles exclusively on closed internal territories will be exempt from the new requirements.

Applications for registration in the registry can be submitted online through the "Gosuslugi" portal. It will be necessary to provide information about the company or individual entrepreneur, contact details, and information about the vehicles along with supporting documents, such as lease or ownership agreements. An important condition will be the presence of a certified road safety specialist on staff, whose qualifications must be updated every five years. A transitional period is provided for existing market participants: after the system starts on March 1, 2027, carriers will have an additional 30 days to legalize their activities.
