As stated in the document, by December 1, 2026, it is planned to prepare the feasibility study (FS) of the project, complete the construction of the construction town, and begin work on the construction of the Kazarman Hydroelectric Cascade, which will have a capacity of 912 MW.
The coordination of the implementation of the plan will be entrusted to the Ministry of Energy, as well as to the open joint-stock company "Directorate of Constructing Power Plants" and the open joint-stock company "Electric Stations" by agreement.
Funding for the work is expected to be provided by private investors.

The Kazarman Hydroelectric Cascade is located on the Naryn River and includes four hydroelectric power stations:
- ALA-BUGA HPP — 600 MW
- KARA-BULUN-1 HPP — 149 MW
- KARA-BULUN-2 HPP — 163 MW

Project Background
On August 25, 2025, an investment agreement was signed between the Cabinet of Ministers of the Kyrgyz Republic and the Open Joint-Stock Company "Central Asian Investment Holding" for the implementation of the Kazarman Hydroelectric Cascade construction project. The estimated cost of the project is $3 billion.
After the completion of the FS and project development, the Ministry of Construction, Architecture, and Housing and Communal Services of the Kyrgyz Republic will conduct an examination, following which the exact cost of the project will be established.
