
Starting February 11, 2026, member states of the Eurasian Economic Union will begin mandatory tracking of goods transportation using navigation seals, as reminded by the State Tax Service of Kyrgyzstan.
The use of navigation seals will be implemented in phases. In the first phase, their application will become mandatory for freight transportation by road and rail in the following cases:
– when transporting alcoholic products;
– for tobacco products;
– for goods subject to special economic measures in EAEU countries.
In the Kyrgyz Republic, navigation seals will be installed:
- at goods accounting points on road routes near border crossing points on the Kyrgyz-Kazakh border (for example, Chaldybar, Ak-Zhol, Ak-Tilek, Chon-Kapka, Karkyra);
- when loading wagons at railway stations (Bishkek-1, Alamedin, Rybachye, Kara-Balta, Kainy, Belovodskaya, Shopokovo, Kant, and Tokmak).
Removal of navigation seals will be carried out:
- on the territory of the goods recipient for road transport;
- upon unloading at the specified stations for rail transport.
Freight carriers, senders, and freight forwarders are required to send the necessary data to the State Tax Service by email no later than 6 hours before the seal is installed: [email protected].

It is important to note that participants in foreign economic activity are responsible for the accuracy of the provided data and its compliance with the goods actually being transported.

These new rules are being introduced in accordance with the decision of the Eurasian Economic Commission and the EAEU Agreement on the implementation of navigation seals.
