At a meeting of the committee of the Jogorku Kenesh, which deals with issues of industrial policy, transportation, the energy sector, architecture, and construction, Deputy Minister of Construction Talantbek Imanakun uulu reported that new residential complexes will not receive construction permits without the mandatory inclusion of educational institutions—schools and kindergartens—in the project.

Deputy Tabyldy Muratbekov expressed concern about the active construction of multi-story buildings along the southern highway, emphasizing the lack of social facilities in this area. He asked about the Ministry of Construction's plans to ensure the construction of schools and kindergartens.

In response, Deputy Minister Imanakun uulu noted that the ministry is actively collaborating with the Bishkek city administration on this issue. He also reported on the recent approval by parliament of an agreement that provides for the construction of 20 schools in Bishkek, including in the southern highway area.

Furthermore, he added that current regulations require kindergartens to be located on the ground floors of new residential buildings.

“Without the planned schools and kindergartens, new facilities will not be able to pass approval,” emphasized the deputy minister.
