The Cabinet did not support the introduction of the title "People's Teacher of the KR"

The Prime Minister Adylbek Kasymaliev gave a negative conclusion on the draft law proposed by the deputy of the Jogorku Kenesh Toktobubu Ashymbaeva. This is stated in the order of the head of the Cabinet dated February 23, 2026, No. 124.

The deputy proposed to introduce the honorary title "People's Teacher of the Kyrgyz Republic," including it in the list of first-category titles.

However, the Cabinet pointed out several shortcomings of the proposed initiative. First, first-category titles, such as "People's Artist," "People's Writer," "People's Poet," and "People's Painter," are awarded exclusively for creative activities of national significance. Professions in the fields of education, healthcare, and other areas traditionally have second-category titles. Currently, there are already titles in the field of education such as "Honored Teacher" and "Honored Worker of Education."

Second, the draft law does not contain clear criteria for awarding the new title and does not indicate the differences from the already existing title "Honored Teacher." Third, the documentation lacks financial and economic calculations and information about funding, which is a necessary condition for the submission of draft laws.

Moreover, the Cabinet reminded that the Jogorku Kenesh is currently considering a new version of the law on state awards and honorary titles, which makes the adoption of a separate amendment impractical.
