
The draft law "On State Awards, Honorary Titles, and State Prizes of the Kyrgyz Republic" is currently under consideration in the Jogorku Kenesh. The initiator of this document is the Prime Minister. Recently, it was discussed at a meeting of the Committee on Constitutional Legislation, where it received approval taking into account the suggestions of the deputies.
The Committee recommended bringing the draft to the plenary session of the Jogorku Kenesh for further discussion.

According to Deputy Minister of Justice Kuban Kazakov, there are currently 46 different awards, titles, and prizes in the country.
Over the past 15 years, apart from the "Batyr Ene" order and the "Ene Danky" medal, 1,034 state awards, 2,837 honorary certificates, and 2,215 honorary titles have been awarded, according to statistical data.
Kazakov noted that such a situation could lead to the devaluation of honorary certificates and titles due to their widespread distribution.
“We propose to leave only 20 awards from the 46 provided for by the current law in the new draft law,” he stated.

Highest state award:
- “Hero of the Kyrgyz Republic” — the highest distinction in the country.
- “Hero of the Fatherland”;
- “Hero of Labor”.
- Order of "Manas" I degree;
- Order of "Manas" II degree;
- Order of "Manas" III degree;
- Order of "Kurmanjan Datka";
- Order of "Erdik";
- Order of "Dank";
- Order of "Dostuk";
- Order of "Batyr Ene".

- Medal "Ene Danky".
- “People's Artist of the Kyrgyz Republic”;
- “People's Writer of the Kyrgyz Republic”;
- “People's Artist of the Kyrgyz Republic”;
- “Kyrgyz Republic's Creator”;
- “Kyrgyz Republic's Pride”.

- State Prize in the field of science and technology;
- State Prize named after Toktogul in the field of literature and art.
Deputy Marlen Mamataliyev expressed concerns about the possible reduction in the status of the "Honored" title.

The idea of excluding the title "People's Poet" was also criticized. The project retains the titles "People's Writer" and "People's Artist," which sparked discussions about the need to keep the title "People's Akyn" as well.
Deputy Janarbek Akayev emphasized that abolishing the title "People's Akyn of the Kyrgyz Republic" would be incorrect, adding that giving akyns the title "People's Writer" would be inappropriate.

People's poet and writer Mendi Mamazairova, who has received numerous state awards, noted in an interview that despite her age, she plans to create even more significant works.

At the same time, the head of the information policy service of the presidential administration, Daiyrbek Orunbekov, noted that deputies can make changes to the draft law during the discussion.
State Secretary Arslan Koychiev also expressed the opinion that the awards system should remain consistent, emphasizing the importance of reforming it to improve quality.
Koychiev noted that the existing criteria for selecting awardees need to be revised to avoid dissatisfaction among the population.
“It is necessary to create stricter criteria for awards to enhance their value,” he added.
The Secretary of State agreed that the names of great poets such as Aaly Tokombaev and Suyunbay Eraliyev should be preserved, so it is important to reconsider the approach to awarding honorary titles.
The draft law "On State Awards, Honorary Titles, and State Prizes of the Kyrgyz Republic" was presented to the Jogorku Kenesh on December 17, 2025.
