As noted by the initiator, President Sadyr Japarov raised the issue of low voter turnout during the people's kurultai on December 26. In the parliamentary elections on November 30, 2025, the turnout was only 36.9%, which is lower than the 34.61% recorded in the previous elections in 2021.
To increase voter turnout, the deputy proposes to implement mechanisms that encourage participation in elections, including lotteries among voters.According to the draft, all citizens of the Kyrgyz Republic who have reached the age of active voting rights and are included in the voter lists at the respective polling stations are obligated to vote.
The following categories of citizens are exempt:
- persons recognized as legally incapacitated;
- citizens over 70 years old;
- those outside the country on the day of the elections;
- persons for whom voting is impossible due to force majeure circumstances, such as natural disasters or serious illnesses, documented accordingly;
- military personnel performing official duties in remote areas, employees of law enforcement agencies, and workers engaged in enterprises with continuous work cycles, according to a list approved by the Central Election Commission.
Those who did not vote and did not provide evidence of valid reasons will receive an official warning from the Central Election Commission regarding the failure to fulfill their civic duty.
In cases of regular (three or more times) avoidance of voting without valid reasons, a citizen may be temporarily deprived of the right to:
- run for elected positions;
- hold positions in state and municipal bodies.
- discounts on payment for state and municipal services;
- additional points when applying for the state and municipal personnel reserve.
It is proposed that territorial election commissions be authorized to conduct lotteries.
