The former deputy minister of culture shared his observations.
In his post, the author described the events that followed the first World Nomad Games, held in 2014, and touched on issues related to the distribution of state awards.
Maksat Chakiyev reported that after the successful completion of the I World Nomad Games, he was appointed responsible for compiling a list of civil servants who were to receive awards for their role in organizing this major event. This list was submitted to Sapar Isakov, who at that time held the position of head of foreign policy at the President's Office. Chakiyev added that he included his name on this list; however, Isakov criticized this decision, suggesting that ordinary civil servants, rather than their leaders, should be awarded. As a result, Chakiyev decided to remove himself from the list of awardees.
According to the author, a month after the games, state-level awards, as well as the president's named watches, were presented to members of the team of former president Almazbek Atambayev, including Isakov and his close associates.
Chakiyev also noted that many key organizers of the Games faced criminal prosecution. In particular, he mentioned entrepreneur Emil Mergenbaev, who took on the construction of the racetrack, which other contractors had refused. According to Chakiyev, a criminal case against Mergenbaev was initiated immediately after the Games concluded.
Additionally, he spoke about the fate of Almaz Kasenov, the former head of the Ethnosport Center of the Kyrgyz Republic. Chakiyev emphasized that it was Kasenov who played a crucial role in attracting foreign teams to the competition, as official invitations were sent out only a few months before the games began, and many countries initially refused to participate. Thanks to Kasenov's personal connections, it was possible to gather 18 foreign teams. However, as noted in the post, a criminal case was also initiated against him after the Games concluded.
The author highlighted his own situation, noting that he also faced pressure and persecution during this period.
In conclusion, Chakiyev expressed the opinion that the true organizers and executors of the project deserved state awards and characterized the described events as part of the "Atambayev era."
