The GKNB Initiated a Rank Reform for Employees of the GNS, GTS, and Prosecutor's Office

In the Kyrgyz Republic, a draft law is being discussed that proposes changes to the system of awarding special ranks for civil servants. The document is open for public discussion.

The State Committee for National Security is the developer of this draft law. As part of the initiative, it is proposed to abolish military ranks and the right to wear epaulettes with a five-pointed star for employees of the State Tax Service and administrative units of the State Customs Service, as well as for civilian prosecutors. At the same time, employees performing law enforcement or military functions will remain outside this reform.

The initiators emphasize that at present, the State Tax Service does not engage in operational-search activities or pre-trial proceedings. These issues fall under the jurisdiction of the Ministry of Internal Affairs, national security agencies, and customs. Thus, the tax service performs only administrative and fiscal functions, not relating to law enforcement agencies.

The situation is similar in the customs service, where most employees are engaged in customs control, cargo clearance, and collection of duties. Law enforcement functions are performed only by certain units, such as anti-smuggling groups and investigative departments. Therefore, it is proposed to retain special ranks only for employees of law enforcement structures, while administrative workers would be assigned the status of state civil servants with class ranks.

In a separate block of amendments, the prosecution authorities are also considered. The draft law proposes to abandon militarized ranks for civilian prosecutors, retaining only special class ranks.

Military ranks will be preserved exclusively for employees of the military prosecutor's office, who serve under the conditions provided for military personnel.

It is important to note that the proposed changes will not affect the social guarantees of current employees. All previously awarded special ranks and class ranks will remain in force.

These amendments are aimed at improving the personnel system — removing unnecessary attributes of law enforcement agencies in areas where they are not required, and enhancing the status of actual military service and law enforcement activities.
