Sadyr Japarov, the President of Kyrgyzstan, has issued a decree introducing a trial regime in the field of driver training. During this period, the licenses of all private driving schools will be temporarily revoked, and only state educational institutions will be allowed to conduct training.

The established trial period will last from January 30 to August 30, 2026.

This measure was adopted to analyze the effectiveness of the existing licensing system and to develop new approaches to regulating educational activities that require licensing.

During the trial regime, all previously issued licenses to private driving schools for training and retraining drivers will be suspended. Educational services during this period will be provided exclusively by state driving schools.

Upon completion of the trial period, the Presidential Administration will be tasked with preparing and submitting to the Presidential Administration drafts of the relevant regulatory acts and implementing other measures stipulated by the decree.

The oversight of the implementation of this decree is assigned to the department responsible for executing the decisions of the President and the Cabinet of Ministers within the Presidential Administration.

The decree will come into effect on January 30, 2026.
