According to information provided by DW citing RBC, Russian authorities have decided to begin restrictions on the operation of the messenger Telegram.

According to RBC's data, partial restrictions will start as early as February 10. One of the publication's sources reported that measures to slow down the app's performance are already being implemented.

As of February 9, the number of complaints about Telegram outages has increased to more than 11,000, according to statistics from the Downdetector service.
In October, Roskomnadzor already reported the introduction of partial restrictions for Telegram and WhatsApp, citing the need to combat fraudulent activities. In January, a member of the State Duma's committee on information policy, Andrey Svintsov, stated that the messenger reacts too slowly to the blocking of anonymous channels, but added that a complete ban is not expected.

“There are anonymous channels in Telegram that spread false information and distort facts. It is obvious that the blocking of these channels on the territory of Russia is not being carried out properly,” commented Svintsov.
