Deputy Dastan Bekeshev presented the relevant bill


At a meeting of the Jogorku Kenesh, Deputy Dastan Bekeshev raised the pressing issue of damage caused by livestock grazing on crops, emphasizing that the existing fines are not a deterrent for animal owners.

He noted that farmers often face the problem of cows and horses being deliberately released onto fields after winter crops have been sown.

“You put effort into sowing, and then your plants are trampled by livestock. For livestock owners, this situation is profitable — they pay a fine of 3,000 soms and continue their business,” the deputy explained.

The Minister of Water Resources, Agriculture, and Processing Industry, Bakyt Torobaev, reported that the government has already taken measures to combat grazing and instructed the Ministry of Internal Affairs to strengthen control. He also added that for repeated violations, stricter sanctions could be introduced, including the confiscation of livestock.

In response, Bekeshev noted that he has prepared a separate bill that not only increases the fines but also introduces measures for the confiscation of animals, as well as liability for the absence of microchipping.

“Some owners openly admit that it is profitable for them to let their livestock graze on other people's fields,” he added.

Torobaev suggested working together with the Ministry of Internal Affairs and farmers to refine the initiative. Bekeshev, in turn, stated that his bill is already prepared and proposed to discuss its details with the minister.
