The deputy called for a reduction in penalties for youth


At a plenary session, Deputy of the Jogorku Kenesh Elvira Surabaldiyeva addressed the Ministry of Internal Affairs with an initiative to reconsider the penalties for youth who have received long sentences for drug-related crimes, often due to lack of experience or manipulation by others.

She noted that harsh penalties cause irreparable harm to the lives of young people, many of whom are aged 18-19.

According to the deputy, about 30 mothers of those convicted under Article 282 of the Criminal Code have turned to her for help. Many of these young people have become victims of deception or have been drawn into criminal activities in an attempt to earn money in uncertain conditions. Some of them have fallen victim to manipulation, which is also concerning.

Surabaldiyeva emphasized that law enforcement primarily detains only "dealers" and minor perpetrators, while the real drug barons remain beyond reach.

"We need to introduce amendments that take into account the age and circumstances of the first offense," she suggested.

It should be noted that the production and distribution of drugs and psychotropic substances for the purpose of sale are serious crimes under the Criminal Code and are punishable by long prison sentences with confiscation of property.
