Foreign beggars in Kyrgyzstan will be fined and deported

The Ministry of Internal Affairs proposes a fine of twenty thousand soms and deportation for repeated offenses


Measures to combat begging are set to be strengthened in the country. A report attached to the draft law from the Ministry of Internal Affairs notes that the situation in Bishkek and Osh is worsening — the number of people engaging in begging is increasing every year.

The new measures will apply not only to foreign citizens but also to those who persistently ask for alms, as well as those who do so on the roadway.

It is important to note that genuinely needy citizens will not be subject to sanctions if they do not display aggression and do not disturb passersby.

It is stipulated that in the case of a repeated offense, foreigners face deportation from the country.

Additionally, not only begging itself will be penalized, but also the involvement of vulnerable groups, such as pregnant women, minors, and people with disabilities.

The Ministry of Internal Affairs emphasizes that these changes are aimed at reducing the level of street begging and protecting those who may be exploited for selfish purposes.
