Violations are identified only during scheduled inspections, while agencies respond only after tragic incidents.
In 2025, 19 fatal incidents were recorded in the construction sector. This was reported by Cholponkul Madiyarov, Deputy Director of the Labor Law Compliance and Supervision Service, at parliamentary hearings dedicated to the "Occupational Safety" bill.
He emphasized that all cases of worker fatalities occurred directly at the workplaces.
According to him, identifying problems related to labor safety is only possible within the framework of scheduled inspections.
From the start of earthworks until the completion of construction, the responsibility for technical safety and working conditions lies with the inspection under the Ministry of Construction, which conducts the relevant activities.
“Unfortunately, we find ourselves involved in processes only after an accident has occurred. Nevertheless, at the beginning of each year, we distribute warning notices across the country at construction sites, as every employer is required to provide proper working conditions for their employees,” he added.
