This document is the result of the implementation of Articles 18 and 20 of the Law “On Air Protection” and aims to eliminate the legal vacuum that has persisted for over ten years since the repeal of previous regulations.
The proposed procedure involves the establishment of unified standards for emissions control from both motor vehicles and other mobile sources, adapted to current conditions.
According to the draft, control will be carried out by the Service for Environmental and Technical Supervision. It includes requirements for inspection procedures, as well as mechanisms for preventing and reducing the negative impact of transport on the atmosphere.
In the explanatory note, the agency emphasizes that with the increasing number of vehicles, the burden on the ecology is also growing, while there have been no relevant instructions for emissions control in the country since 2009. The new procedure is expected to improve the efficiency of supervision, ensure systematic application of the law, and strengthen environmental safety.
