On February 23, 2026, a high-level segment of the disarmament conference took place at the UN office in Geneva, where the Minister of Foreign Affairs of Kyrgyzstan, Jeenbek Kulubaev, delivered a speech. This was the country's debut participation in this event, which was highlighted by the press service of the Ministry of Foreign Affairs.

In his speech, the minister emphasized that the global security system is undergoing profound changes, manifested in the growing distrust between states, the weakening of existing treaty mechanisms, and the rapid development of military technologies that outpace international legal norms.

Kyrgyzstan expressed serious concern regarding the expiration of the START III treaty and the lack of a new mechanism to maintain strategic stability and deterrence among nuclear powers. Jeenbek Kulubaev also pointed out the crisis in the European security architecture and the decline in confidence-building and transparency measures, calling for a revision of existing approaches to prevent new major conflicts.

The minister noted Kyrgyzstan's unwavering commitment to the complete renunciation of weapons of mass destruction, reminding that the country will join the Treaty on the Prohibition of Nuclear Weapons in 2025. He reaffirmed support for the Comprehensive Nuclear-Test-Ban Treaty (CTBT) regime and non-proliferation efforts, emphasizing that Kyrgyzstan will persistently advocate for a world free of nuclear weapons.

Furthermore, the minister highlighted the role of nuclear-weapon-free zones, emphasizing their significance as spaces of trust and global risk reduction. In this context, he announced Kyrgyzstan's initiative as a depositary and one of the founders of the Central Asian nuclear-weapon-free zone treaty, aimed at strengthening its institutional framework and expanding cooperation opportunities with the UN system.
