Among the proposals in the documents:
- establishment of a mechanism for exchanging information about the income of foreign citizens between tax authorities and the Ministry of Internal Affairs, as well as the passport and visa service and the multifunctional migration center "Sakharovo" in Moscow;
- the obligation for migrants to provide for themselves and their families at a level not lower than the subsistence minimum established in the relevant region;
- introduction of grounds for the annulment of previously issued work permits and migration statuses in the absence of proof of income. In such cases, employment contracts with citizens of EAEU countries will be considered invalid.
In addition, the Ministry of Finance proposes to empower territorial bodies of the Ministry of Internal Affairs with the right to check the presence or absence of income of foreign citizens, as well as its level. The results of these checks may lead to a reduction in the duration of temporary stay for migrants.
The plans of the Russian government also include a significant increase in the minimum wage for highly qualified specialists.
It is expected that the new draft laws will come into effect next year.
