Proposed amendments to laws to combat psychoactive and potent substances

A deputy proposes new formulations for existing regulations


The draft amendments affect the Civil Procedure Code, the Children's Code, and the Law "On Advertising," with the aim of eliminating gaps in terminology that could lead to circumvention of regulations.

The initiator of the bill is Deputy of the Jogorku Kenesh, Meder Aliyev. It is aimed at correcting deficiencies in terminology related to the regulation of the circulation of narcotic and psychoactive substances.

The explanatory note to the draft states that the term "narcotic drugs" is most commonly used in existing laws. However, the new Law "On Narcotic Drugs, Psychotropic Substances, Their Analogues, and Precursors" introduces broader concepts such as psychotropic substances, their analogues, precursors, and potent substances.

The author of the initiative believes that differences in formulations may lead to certain substances not being subject to restrictions or liability. To address this issue, it is proposed to unify the terminology and expand the regulations so that the fight covers not only narcotic drugs but also psychotropic, synthetic, and potent substances.

Amendments will be made to the Civil Procedure Code, the Children's Code, and the Law "On Advertising," where the changes concern the prohibition of advertising not only narcotics but also other psychoactive and potent substances.
