The initiative is aimed at strengthening legal stability and increasing citizens' confidence in the laws


The government intends to reduce the frequency of changes to existing codes. The main goal of this initiative is to make laws clearer and more stable for both citizens and businesses.

As noted by speaker Ayaz Bayetov, the codes are fundamental laws that regulate the daily lives of people, the activities of companies, and the work of government bodies. Frequent changes create confusion and complicate planning for both citizens and businesses.

According to the draft law, amendments will be made no more than once a year and only with the president's consent. Exceptions are made for cases requiring urgent intervention, such as in emergency situations or by decision of the Constitutional Court.

Justice Minister Ayaz Bayetov informed the deputies about plans to implement automatic checks of new laws, which should eliminate errors and contradictions. If the law is adopted, it will simplify navigation for citizens and entrepreneurs regarding the rules, which, in turn, will increase trust in the country's legal system.

However, deputy Nurbek Sydygaliev expressed dissatisfaction with the proposed amendments. He questioned on what grounds the speaker imposes restrictions on deputies regarding amendments to the codes.
“You do not have the right to limit us. We decide for ourselves when to make amendments,” he noted.
The deputy emphasized that the main task of parliamentarians is to improve laws and urged his colleagues to vote against these changes.

In turn, Bolot Ibragimov, another deputy, reminded that the Jogorku Kenesh is currently considering amendments from the government regarding the tightening of penalties for driving under the influence of alcohol. He added that if these amendments are adopted without considering the opinions of the deputies, he will be forced to propose new changes to the Criminal Code.
“I cannot wait another year after the adoption of these amendments. People are dying on the roads, and something needs to be done,” he stated.

At the meeting, the majority of deputies expressed opposition to the draft law, resulting in the committee deciding to remove it from the agenda for further refinement in collaboration with the Ministry of Justice.
