In a year, the Code of Offenses has been amended 33 (!) times. The Ministry of Justice proposes a limit.

The Ministry of Justice has initiated a draft law aimed at limiting the number of amendments to the codes to once a year. This proposal was reviewed by the Committee on Judicial and Legal Affairs of the Jogorku Kenesh on January 20.

According to Minister Ayaz Bayetov, frequent amendments to the codes in recent years have reduced the level of trust among both citizens and businesses in the legal system, complicating law enforcement and hindering the development of long-term economic and social strategies. The authors of the proposed initiative are confident that the new norm will allow for a more thorough analysis of changes and ensure the stability of the legislative framework.

In 2025, the Code of Offenses was amended 33 times, while the Labor Code and the Civil Code were amended twice and 13 times, respectively, and the Criminal Procedure Code and the Code on Non-Tax Revenues were also amended 13 times each. To improve the stability of legislation, it is proposed to establish a limit on the number of changes per year. However, amendments can still be made at the decision of the president or in accordance with the decisions of the Constitutional Court.

Bayetov also noted that similar restrictions are already in place in the Tax Code and the Digital Code.

As a result of the discussion, the issue was removed from the agenda for further refinement.
