
The state institution "Unaa" assured that it will complete all work within the established timeframe
During the meeting of the Jogorku Kenesh, a draft law concerning amendments to legislative acts aimed at improving road safety was reviewed.
In the course of the discussion, Dastan Bekeshev pointed out that the changes, if adopted, would come into effect in six months. The deputy expressed doubt whether this time would be sufficient for the registration of motorcycles and mopeds.
According to Tolubai Dzhakyshev, the deputy head of the "Unaa" institution, currently, none of such vehicles have been registered. He added that after the law comes into effect, the necessary regulations will be developed to begin registration.
Dastan Bekeshev emphasized that registering over 100,000 mopeds in six months seems to be a challenging task and suggested discussing the possibility of their legalization.
Tolubai Dzhakyshev agreed with the deputy, noting that many mopeds lack documentation, as they were imported without official registration or with forged papers.
"It might be worth considering the option of legalization," the official added.
The deputy also reminded that he had previously proposed to include a clause on the legalization of mopeds in the draft law for the second reading, but this proposal was not supported. He noted that otherwise, many workers in the delivery sector could find themselves unemployed.
"After six months, they will still come to us with complaints. Perhaps, it is worth returning the draft law to the committee and not rushing its adoption. I support the requirement for a category A1 driver's license, but time is needed for driver training. Six months may not be enough," Bekeshev expressed his opinion.
Nevertheless, Tolubai Dzhakyshev assured that all necessary measures would be completed within the specified timeframe.
Ultimately, the draft law was adopted in the second reading.
