Bekeshev: Moped Couriers May Be Left Jobless

At a meeting of the Jogorku Kenesh, Deputy Dastan Bekeshev expressed concerns that many couriers may lose their jobs due to new regulations. This statement was made in the context of discussing amendments to legislation on road safety.

According to data from the Main Department for Ensuring Road Safety, there were 1,015 accidents involving scooters last year, resulting in 39 fatalities.

Bekeshev noted that the law will come into effect six months after being signed and questioned whether government agencies would be able to register mopeds and motorcycles within the established timeframe.

In response, the Deputy Director of the State Center for Vehicle Registration and Driver Licensing, Tolubai Dzhakyshev, stated that relevant subordinate legislation would be developed after the law comes into force.

The deputy expressed doubt that it would be possible to legalize thousands of mopeds within six months: "You won't manage it in six months," he commented.

The Deputy Director of "Unaa" also confirmed that most mopeds lack the necessary documents and that a legalization mechanism is required for their registration.

Bekeshev added that a large number of couriers would be left without jobs and would approach the deputies with this issue. "We will write to you. Yes, obtaining the A1 subcategory is indeed necessary, but registering mopeds and preparing everyone in six months is unrealistic," he emphasized.

Suyunbek Omurzakov, the chairman of the committee on judicial and legal issues, noted that many citizens operate mopeds without licenses, leading to traffic violations and accidents. He stressed the need for a category of licenses for operating mopeds.

Omurzakov added: "First, mopeds need to be registered. I am not against it, but there is not enough time. Taxi drivers were given more time to obtain their licenses, but deadlines were extended because they couldn't manage. If they don't manage to obtain the subcategory, how will they operate mopeds?"

Dzhakyshev noted that classes in state driving schools began two weeks ago. He added that to obtain category A, one must study for two months, while for subcategory A1, those who already have category A licenses only need to undergo practical training.

In response, Bekeshev said: "If you are confident that you will manage everything, I will support this project."

The Deputy Head of "Unaa" noted that he takes responsibility and that the law will serve as the basis for developing the necessary subordinate legislation.
