"One Cannot Vote While Staying at Home." The Housing Committee Approved the Bill to Reduce the Composition of the Central Election Commission

At the meeting of the Jogorku Kenesh, a bill concerning the reduction of the number of members of the Central Election Commission was approved.

The initiators of this bill were the deputies: Marlen Mamataliyev, Talant Mamytov, Akylbek Tumonbaev, Dastanbek Jumabekov, Nurbek Sydygaliev, and Talaybek Masabirov.

Reporter Nurbek Sydygaliev noted that global experience shows that a large number of members in election commissions does not always contribute to their effectiveness. A smaller composition, he said, allows for quicker decision-making and simplifies the organization of work. Additionally, reducing the number of commission members will help cut budget expenses on salaries and social guarantees, as well as increase the individual responsibility of each member. If the bill is passed, it will come into effect on June 1, 2026.

Sydygaliev also added that during the second reading, it will be proposed to keep eight members in the commission instead of seven. Four of them will be appointed by the president, and the other four by the Jogorku Kenesh.

Deputy Kamila Talieva inquired why it was decided to reduce the composition of the CEC.

He replied: "This is being done to optimize operational work. The CEC often faces quorum issues, as it can be difficult to gather 12 members. Currently, meetings are held in an online format, which, in my opinion, is incorrect. If there are eight members in the CEC, all of them should participate in the meetings. Personally, I believe that voting from home is wrong."

After the discussion, the deputies unanimously supported the concept of the bill.
