At a meeting of the Committee on Constitutional Legislation, State Structure, Local Self-Government, and the Regulations of the Jogorku Kenesh, a draft law concerning amendments to the Law of the Kyrgyz Republic "On the Regulations of the Jogorku Kenesh" and a draft constitutional law introducing corrections to the Law of the Kyrgyz Republic "On the Central Commission for Elections and Referendums" was reviewed and approved. This decision was made in the first reading.

The initiators were deputies Marlen Mamataliyev, Talant Mamytov, Akylbek Tumonbaev, Dastanbek Jumabekov, Nurbek Sydygaliev, and Talaybek Masabirov.

Deputy Nurbek Sydygaliev, one of the authors of the draft law, emphasized that its goal is to optimize the composition and improve the process of forming the Central Commission for Elections and Referendums. According to the proposals, the number of members of the CEC will be reduced from twelve to seven; however, during the second reading, it is planned to introduce an amendment that will increase the composition to eight members.

During the discussion, Deputy Gulnara Akimbaeva expressed the opinion that the composition of the CEC should be such as to avoid a situation of "equality of votes" on key issues, as well as to ensure a balance of representation, thereby increasing the transparency and effectiveness of the commission's work. Deputy Dastan Bekeshev raised the issue of the need for clear criteria and requirements for CEC members in the draft law. In addition, Deputy Kubanychbek Samakov asked the chairman of the CEC, Tynchtyk Shainazarov, whether the commission would be able to conduct elections effectively with the proposed composition. Shainazarov replied that the structure provided for in the draft law would ensure the transparency and effectiveness of the electoral process.
