The Parliament of Kyrgyzstan adopted a bill regarding the change of status of border crossing points with Kazakhstan in the second reading.

At a meeting of the Jogorku Kenesh, deputies reviewed and adopted the draft law "On the Ratification of the Protocol Amending the Agreement between the Government of the Kyrgyz Republic and the Government of the Republic of Kazakhstan on Border Crossing Points dated December 25, 2003, signed on August 22, 2025, in the city of Bishkek" in the second reading.

The draft law proposes amendments regarding the change of status of the border crossing points "Tömönkü-Chüy-road" ("Kamyshanovka-road") and "Kichi-Kapka-road" "from bilateral to multilateral (international)" and the operating mode of the border crossing point "Tömönkü-Chüy-road" ("Kamyshanovka-road") "from daylight hours to round-the-clock operation".

The change in the status of the mentioned border crossing points is due to the need to create favorable conditions and develop tourism, including increasing the cargo-passenger flow, foreign tourists, and improving infrastructure.

During the discussion, Deputy Umbetaly Kydyraiev asked about the number of functioning checkpoints on the Kyrgyz-Kazakh state border. It was noted that currently, six border crossing points are operational. Deputy Mahabat Mavlyanova also raised the issue of difficulties faced by citizens of Kyrgyzstan when transporting goods. In particular, she cited the example of seedlings, which have to be unloaded during inspections, resulting in a loss of quality and time for exporters.

Deputy Jumabek Salymbekov raised the issue of the existing 90-day limit on the stay of foreign citizens in the Kyrgyz Republic. In this regard, the deputy suggested considering the cancellation or revision of the temporary limit in conjunction with the Ministry of Foreign Affairs.

In addition, the deputies reviewed and adopted the draft law "On the Ratification of the Agreement between the Cabinet of Ministers of the Kyrgyz Republic and the Government of the Republic of Belarus on Readmission, signed on September 29, 2025, in the city of Minsk" in the second and third readings.

The agreement creates the prerequisites for facilitating the acceptance of persons illegally residing on the territory of the respective party in accordance with generally accepted norms of international law, the transit of persons subject to expulsion, and regulates close cooperation in combating illegal migration.

During the discussion, Deputy Umbetaly Kydyraiev inquired about which categories of persons are not subject to the readmission procedure.
